Reinhardt was born in Marion County, Kentucky. His father was in the United States Army and his family moved to Caroline County when Reinhardt was in the fourth grade. Reinhardt graduated from Caroline High School in 1968.
He married the former Kay Garrett of Rappahannock Academy in 1969. In 1970 he received an Associate Degree in Electrical Electronics Technology from Virginia Commonwealth University (VCU). Reinhardt entered the U. S. Army Reserve in 1972 and was discharged in 1978 after attaining the rank of Staff Sergeant and serving as a Drill Sergeant. He received a Bachelor of Science Degree in Business Administration from VCU in 1975.
After living away from the county for ten years, in Richmond and Virginia Beach, Reinhardt and Kay returned to Caroline in 1981 to make their home at her family’s home place at Rappahannock Academy. Reinhardt has worked as a commodity/stockbroker and real estate agent as well as a farmer and manager of a grain elevator. He has been licensed to sell commodities, stocks, real estate, and life and health insurance and has been trained in the Six Sigma business management strategy. For the last ten years he has worked as a data analyst.
Reinhardt and Kay have two sons, Garrett, 29, and Timothy, 23.
